Custom software cost
in Malta: what you pay.

Custom software has no price list. You pay for scope, plus yearly running costs. Here is what moves the price, what grants cover, and a free planner for your own quote.

Short answer

Custom software in Malta is priced on scope: user types, screens, connections and old data, plus yearly running costs. Digitalise your SME can cover up to 50% of eligible costs (60% in Gozo), and Micro Invest up to 65% as a tax credit. Malta Digital builds custom software and business systems in Malta from €7,500.

Key takeaways

  • How much does custom software cost in Malta? It depends on scope: user types, screens, connections and old data. At Malta Digital, systems start from €7,500 for one important part of a business. Bigger projects are priced after scoping.
  • What affects the price of custom software most? Usually connections to other systems and moving old data. More user types, offline use and sensitive data also add time to build and test.
  • What are the running costs after launch? Hosting, backups, support, licences and fees from other companies, such as text or WhatsApp messages. Ask for them as a yearly figure before you sign.

The short answer

A quote is made of scope, not features.

Two businesses can ask for “a booking system” and get very different quotes. One needs a simple form and a calendar. The other needs deposits, staff rotas, reminders and a link to accounting. Same name, different size.

So the first question is not “how much?” It is “what must it do, for whom?” Every good quote starts with that list. If a supplier gives you a price without asking, they are guessing.

At Malta Digital, a first system starts from €7,500. That covers one important part of your business, such as bookings or follow-ups. Bigger projects are priced after scoping, and the final scope and price are agreed in writing before work starts.

Cost drivers

Eight things that move the price.

This is the checklist we use when we scope a system. It shows what pushes a quote up and what keeps it down. None of these are good or bad. They just take time to build and test.

What moves a custom software quote up or down (Malta Digital’s scoping checklist)
Cost driverPrice goes up when…Price stays lower when…
Types of userCustomers, office, drivers and managers each need their own screensOne team uses it, with one set of screens
Screens and stepsLong flows with many choices and rulesA few clear screens that do one job well
ConnectionsIt must sync with accounting, payments, WhatsApp or an old systemIt stands alone, or uses one ready-made connector
Moving old dataYears of messy spreadsheets need cleaning firstYou start fresh, or the data is already tidy
ReportsMany custom reports and exportsOne dashboard with the numbers you check daily
Phones and offline useStaff work on the road with poor signalEveryone works at a desk
Security and GDPRSensitive data, many roles, audit historyLow-risk data and two or three roles
Clarity of the briefNobody has written the process downThe process is mapped and agreed before the build

The two biggest drivers are usually connections and old data. Linking to another system means building, testing and handling the times it fails. Cleaning years of spreadsheets often takes longer than people expect.

After launch

The running costs nobody quotes.

The build is only part of the bill. A system also costs money every year it runs. Ask for these in writing, as a yearly figure, before you sign:

  • Hosting and backups. Where the system and its data live, and how often they are copied.
  • Support and fixes. Who answers when something breaks, and how fast.
  • Third-party fees. Text messages, WhatsApp messages, maps, payments or AI usage, charged by other companies.
  • Licences. Any paid tools the system is built on.
  • Changes. New features you will want once staff use it. Agree how they are priced.

This is why we compare costs over three to five years, not just the build. A cheap build with high monthly fees can cost more than a bigger build you own outright. Our guide to custom software vs off-the-shelf compares both over time.

Your total

This planner needs JavaScript. By hand: build price + (running cost per year × years). Digitalise your SME: up to 50% of eligible costs (60% in Gozo), grant between €25,000 and €120,000, plus 7%.

The grant figures follow the published scheme rules. They are the most a scheme could cover, not what you will get. The funding body checks every application.

Worked example

Two made-up quotes, worked out.

These are example quotes, not our prices and not real clients. They show how the maths works.

Quote A: €60,000 to build, €3,000 a year to run. Over three years, that is €69,000 in total. Under Digitalise your SME, a Malta business could get up to 50% of eligible costs: €30,000, plus the 7% flat rate, so €32,100. The business would pay about €27,900 of the build. In Gozo the rate is 60%: €36,000 plus 7%, so €38,520.

Quote B: €12,000 to build. Half of that is €6,000. That is below the €25,000 minimum grant, so Digitalise your SME would not fit on its own. Micro Invest could: a tax credit of up to 65%, so €7,800. In Gozo it can reach 85%, so €10,200.

Grants and tax credits

Three ways to lower the cost.

Digitalise your SME. We read the Guidance Notes V2.0 on 3 November 2026. The grant covers up to 50% of eligible costs, or 60% in Gozo. It runs from €25,000 to €120,000, plus a 7% flat rate. Both ready-made and custom software can count. The software must be bought from an outside supplier. Upkeep and repair contracts do not count. The next cut-off is 13 November 2026, then 30 November and 14 December. Our Digitalise your SME guide has the full rules.

Micro Invest. The 2026 Guidelines, also read today, offer a tax credit of up to 65% of eligible costs, or 85% in Gozo. It is capped at €65,000 over three years, with €20,000 more for Gozo, family businesses, female-owned businesses and social enterprises. It is for businesses with up to 50 full-time staff. For custom software, the agreement that lists what it will do must be signed before work starts.

The new 60% tax credit. The government announced a 60% tax credit for AI, automation and digital projects on 29 October 2026. The rules are not out yet. Our 60% tax credit guide is updated the day they are.

Check the timing rules of any scheme before you sign or pay. Starting too early can rule a project out.

Before you sign

Seven things to get in writing.

A clear quote protects both sides. Whoever you work with, ask for these in writing:

  1. The scope. What it will do, screen by screen, and what it will not do.
  2. The price and payment stages. What you pay, and when.
  3. The yearly running cost. Hosting, support and third-party fees.
  4. Who owns the code and the data. And what you get if you ever leave.
  5. Where the data is hosted. For GDPR, ask for the EU.
  6. How changes are priced. Before you ask for the first one.
  7. Training and handover. Who teaches your staff, and what documents you get.

These points also matter for grants. Micro Invest asks for a signed agreement that lists what the software will do.

Keep it lower

Four ways to spend less.

Start with one part. Fix the part that costs you most first, such as bookings. Add the rest later, paid for by what the first part saves.

See a prototype first. Click through the screens before the full build. Changing a drawing is cheap. Changing finished code is not.

Write the process down. The clearer the brief, the fewer surprises.

Use ready-made parts. Payments, maps and messages do not need to be built from scratch.

Proof

What one system covers.

A skip hire and waste business took bookings by phone, Messenger and a contact form. Nobody could see the full day. They asked for more direct bookings and more control over the workload.

We built one system with three views. Customers book on their phone in seven steps, with a size helper. The office sees daily capacity and assigns jobs. Drivers see their jobs in order and mark each one done. That is the kind of scope a quote has to price: three user types, one shared record, and clear rules.

How we price

How Malta Digital prices a system.

We start with a short call about the process you want to fix. Then we map it, list the screens and agree the scope. You see a prototype before the full build. The final scope and price are agreed in writing before work starts.

Systems start from €7,500. We also help you check whether a grant fits before you commit. Planning a CRM? Read how much a CRM costs or ERP vs CRM. Want to see real work first? Visit our case studies.

A few straight answers

What you might be wondering.

How much does custom software cost in Malta?

It depends on scope: user types, screens, connections and old data. At Malta Digital, systems start from €7,500 for one important part of a business. Bigger projects are priced after scoping.

What affects the price of custom software most?

Usually connections to other systems and moving old data. More user types, offline use and sensitive data also add time to build and test.

What are the running costs after launch?

Hosting, backups, support, licences and fees from other companies, such as text or WhatsApp messages. Ask for them as a yearly figure before you sign.

Can a grant pay for custom software in Malta?

Often, yes. Digitalise your SME covers up to 50% of eligible costs, or 60% in Gozo, for grants of €25,000 to €120,000 plus 7%. Micro Invest offers a tax credit of up to 65%, or 85% in Gozo.

Which scheme suits a small software project?

Micro Invest usually fits smaller projects, because Digitalise your SME has a €25,000 minimum grant. That means eligible costs of about €50,000 in Malta.

Why do quotes for the same idea differ so much?

Because each supplier assumes a different scope. Ask every supplier to price the same written list of screens, users and connections. Then compare totals over three years.

Does Malta Digital build custom software in Gozo?

Yes. We work with businesses across Malta and Gozo. Gozo businesses can get higher grant and tax credit rates under both schemes.
