What’s included in Facebook ads management
a plain checklist before you sign.

Facebook ads management should list the work you get for the fee, not only a monthly price. Key takeaways

  • What is included in Facebook ads management? At minimum: strategy, tracking checks, campaign setup, creative or a clear creative plan, testing, reporting and access for you. Malta Digital’s starter package includes those from €1,249 a month plus ad spend.
  • Is ad spend included in the management fee? No. Ad spend is paid to Meta. The fee pays for the work of running the ads.
  • Do you create the ads? Yes. Ad copy and static creative are included. Video is part of a higher package or quoted as an extra.

Why it matters

Why “management” can mean anything.

Two quotes can both say “Facebook ads management” and cover very different work. One may only log in once a week. Another builds creative, checks tracking and reports on sales. The fee alone does not tell you which is which.

This page is a checklist of what should be in writing before you sign. It is not a price list. For retainers, percentage-of-spend and pay-per-lead models, read Facebook ads management pricing. For the full monthly bill, see Facebook ads cost in Malta.

Checklist tool

Score any management quote in two minutes.

Tick what the quote includes. You get a score out of 100. Six items are deal-breakers if they are missing: a written strategy, tracking checked first, accounts in your name, paying Meta yourself, your own login access, and keeping your data if you leave.

Our package

What Malta Digital includes from €1,249 a month.

Our Meta Growth package is the starting Meta ads management offer. It includes strategy and campaign setup, tracking review and setup, ad copy and static creative, campaign management and retargeting, ongoing testing, and clear reporting with direct support. Ad spend is separate and paid to Meta.

Video content creation sits in the Growth Partner package. Landing pages and deeper follow-up work sit in the Customer Acquisition System. We say that up front so the checklist match is honest. Press “Fill Malta Digital’s package” in the tool to see our score: video is the main item left unticked on the starter plan.

From 1 May to 25 July 2026, a lead campaign we managed brought 478 form leads at €9.68 each on €4,625.31 of spend. That is the kind of result reporting we mean: spend, leads and cost per lead, with a screenshot.

Compare

How to compare two agency quotes.

Put both quotes side by side against the checklist. Ignore package names. Count the deal-breakers first. If either quote keeps the ad account in their name, mixes ad spend into one invoice, or will not show Ads Manager proof, stop there.

Then compare creative, testing and reporting. A lower fee that excludes creative often costs more once you pay a designer separately. A higher fee that includes tracking, creative and weekly testing can be cheaper per result.

Malta notes

Extra checks for Malta businesses.

Ask how the agency handles small audiences that tire quickly. Ask whether Instagram and Facebook are managed together. Ask how leads reach you if customers prefer a short form or a phone call.

Also ask who replies to leads. Management of ads is not the same as answering every enquiry. If follow-up is slow, cheap leads still fail. We flag that in the first review, before you raise spend.

Eurostat figures show why scope matters here. In 2025, 82.4% of people in Malta used social networks, and in 2024 most firms with 10+ staff already paid for online ads (isoc_ci_ac_i and isoc_cismt, opened 5 Nov 2026). You are rarely advertising alone, so the work inside the fee has to be real.

Red flags

Red flags in a management offer.

“Full management” with no list. If they cannot tick the checklist, the scope is fluff.

Guaranteed leads or ROAS. Nobody controls Meta’s auction.

No login for you. You should see your own Ads Manager.

Ad spend on their invoice only. Keep Meta billing on your card or business account.

Reports with reach only. Ask for cost per lead or cost per sale.

A few straight answers

What you might be wondering.

What is included in Facebook ads management?

At minimum: strategy, tracking checks, campaign setup, creative or a clear creative plan, testing, reporting and access for you. Malta Digital’s starter package includes those from €1,249 a month plus ad spend.

Is ad spend included in the management fee?

No. Ad spend is paid to Meta. The fee pays for the work of running the ads.

Do you create the ads?

Yes. Ad copy and static creative are included. Video is part of a higher package or quoted as an extra.

Who owns the Facebook ad account?

You should. The agency gets partner access. If a quote keeps the account in their name, treat that as a deal-breaker.

How often should an agency report?

At least monthly, with leads or sales and cost per result. Weekly checks matter too, even if the formal report is monthly.

What is not included in basic management?

Often video shoots, landing pages, CRM setup and answering every lead. Those should be listed as extras or higher packages.

How do I compare two Facebook ads management quotes?

Use the checklist on this page. Score deal-breakers first, then creative, testing and reporting.

How is this different from your pricing models guide?

That guide explains retainers, percentage fees and pay-per-lead. This page lists the work that should be inside any model.
