Short answer

Facebook ads management is priced as a fixed monthly retainer, a percentage of ad spend or a fee per lead, sometimes mixed. Compare quotes on the same basis with the slider below. Malta Digital’s Meta ads management starts from €1,249 a month plus ad spend.

Key takeaways

  • How much does Facebook ads management cost? It depends on the model and the scope. Prices vary widely, so compare quotes on the same basis. Malta Digital’s Meta ads management starts from €1,249 a month plus ad spend.
  • Is ad spend included in the management fee? Usually not. Ad spend is paid to Meta, and the management fee is paid to the person or business running the ads.
  • What percentage of ad spend do agencies charge? There is no standard rate. Ask for the percentage, any minimum fee and a worked example at your budget, then compare it with the slider.

The short answer

Fee and ad spend are two different bills.

When you hire someone to run Facebook and Instagram ads, you pay two things. Ad spend is what you pay Meta to show the ads. The management fee is what you pay the person or business that plans, builds and improves them. This page is about the second bill, the fee.

There is no official price list for management. Each provider chooses a model and a price. That is why two quotes can look very different even for the same work. Comparing them only makes sense once you put them on the same basis, which is what the slider does.

Your comparison

This tool needs JavaScript. The formulas are written out below so you can do the same maths by hand.

The formulas are simple, so you can check them by hand. A retainer is the same at any spend. A percentage fee is ad spend × the percentage, or the minimum fee if that is higher. A per-lead fee is the number of leads × the price per lead, and leads are ad spend ÷ your cost per lead.

Retainer

Model 1: the fixed monthly retainer.

A retainer is a flat monthly fee for an agreed scope of work. The scope should say what is included, such as strategy, campaign setup, ad copy, creative, tracking checks and reporting. It should also say what costs extra.

The big advantage is that the cost is predictable. Your fee does not jump when you raise the budget for a busy season, so the provider has no reason to push spend up. The downside is that a retainer can feel heavy when the ad budget is very small. If the fee is larger than the ad spend for months, ask whether ads are the right step yet.

Percentage of spend

Model 2: a percentage of ad spend.

Here the fee is a share of what you spend with Meta. If the quote says a certain percentage, you multiply your monthly ad spend by it. Most quotes like this also set a minimum monthly fee, so check the small print.

It can look cheap at low budgets, and the fee grows with the work as campaigns get bigger. The catch is the incentive. The provider earns more when you spend more, whether or not the extra spend brings more customers. Ask how they decide when to raise the budget.

Ad spend also moves around more than many people expect. Meta says a campaign may spend up to 75% more than its daily budget on some days. Over a week it will not spend more than 7 times the daily budget. So a percentage fee will not be exactly the same each month. Check it against the billing summary in Ads Manager.

Per lead

Model 3: paying per lead.

With this model you pay for each lead, such as a form filled in or a booking request. It sounds fair, because you only pay for results. In practice it needs a very clear definition of a lead. Is a fake phone number a lead? Is someone who never answers?

Ask three questions before you agree. Who checks that a lead is real? What happens to leads that are not? And who owns the leads and the ad account if you stop? A provider paid per lead may chase cheap leads, not good ones. It works best when you have a quick way to qualify leads, such as a short lead form with the right questions.

Proof

Why the model matters as spend grows.

Here is a real account to show why the model matters. From 1 January to 28 May 2026, an online store we ran ads for spent €95,470.88 on Facebook and Instagram. Meta Ads Manager tracked €573,222.05 in sales, a 6.00 return on ad spend (ROAS). ROAS is tracked sales divided by ad spend.

Now a worked example, labelled as an example. We do not publish what any client pays us. At a hypothetical 10% of ad spend, the fee on that spend would have been €9,547.09. At 15%, it would have been €14,320.63. A fixed retainer stays the same, however far spend grows. That is why bigger advertisers often prefer a fixed fee, and smaller ones sometimes prefer a percentage.

VAT and extras

VAT, setup fees and extras in Malta.

VAT on the fee. The Commissioner for Revenue (MTCA) explains that self-employed people in Malta register for VAT under Article 10, 11 or 12. An Article 11 small undertaking does not charge VAT. So one quote may include VAT and another may not. Ask before you compare.

VAT on ad spend. Meta bills businesses in Malta from Ireland, and you may need to account for the VAT yourself. Our guide to Facebook ads VAT in Malta explains it.

Setup fees and extras. Some providers charge a one-off setup fee, or bill photos, videos and landing pages separately. Ask for a list of what is included each month, and get the notice period in writing.
