Facebook ads objectives explained
The six Meta ad objectives, conversion locations and performance goals, which one to choose for your business in Malta, and the objective mistakes that waste budget.
Facebook & Instagram ads · Structure
Facebook ads campaign structure should stay simple in Malta: one campaign per real goal, few ad sets, and several ads to test. Malta Digital’s Meta ads management from €1,249 a month builds that structure for you, and the free planner below maps your goal and budget to a starter layout.

For most Malta SMEs, start with one prospecting campaign for your main goal, one ad set covering your service area, and three or more ads. Add a retargeting campaign only when you have enough warm traffic. Malta Digital builds this inside Meta ads management in Malta from €1,249 a month plus ad spend.
Three levels
Meta Ads Manager has three levels. The campaign holds the objective. The ad set holds audience, placements, budget and schedule. The ad holds creative, copy and the destination.
Create a new campaign or ad set only when a decision at that level must differ. Meta’s own ad set overview explains those choices (Meta for Business: Ad set level overview, opened 6 Nov 2026).

Planner
Pick your goal, daily spend, warm traffic and area. The planner returns a simple campaign and ad set plan, with a warning when the budget is split too thin for Meta to learn.
Pick your goal, daily budget and whether you have warm traffic. You get a simple campaign and ad set plan for a Malta SME. Numbers stay on your device.
This planner needs JavaScript. The written structure below still works without it.
Meta’s learning phase usually needs about 50 optimisation events a week after a big change (Meta Business Help: About the learning phase, opened 6 Nov 2026). Thin ad sets starve that learning.
Default
Most local service businesses do well with this shape:
| Level | What to create | Rule of thumb |
|---|---|---|
| Campaign 1 | Prospecting (Leads, Sales or Bookings) | One objective only |
| Ad set A | Your service area (Malta, Gozo or both) | Broad enough to learn |
| Ads | 3+ creatives with the same offer | Let Meta pick the winner |
| Campaign 2 | Retargeting (optional) | Only with enough warm people |
| Ad set B | Site visitors / engagers 30–90 days | Smaller budget, clearer offer |

Do not split by every age band, interest, placement and device at once. Use breakdowns in reporting instead. For the report layout, see what a good Facebook ads report shows.
When to split
Different objective. Leads and sales are not the same campaign.
Different economics. A €40 product and a €4,000 service need separate control.
Different areas you must protect. A Gozo-only budget should not be eaten by mainland Malta traffic if you cannot serve both.
A timed promotion. Keep a sale campaign with its own budget and end date.
Warm vs cold on purpose. Retargeting deserves its own campaign so cold traffic cannot take all the spend.
If the only reason to split is “so we can see the numbers”, use Ads Manager breakdowns instead. Extra ad sets on a €15 day often leave each set with pennies.
Proof
A Facebook and Instagram account we managed from 1 January to 28 May 2026 spent €95,470.88 and tracked €573,222.05 in purchase value across 9,085 purchases. Average ROAS was 6.00. The structure stayed disciplined: clear sales campaigns, creative tests inside ad sets, and budget moved to what worked.

Tracked purchase value is not profit. Your shop will differ. The point for structure is simple: scale needs enough events in each ad set, not twenty half-funded tests.

Malta notes
Malta’s audience is small. Narrow interest stacks tire fast. Prefer a broader eligible audience with strong creative over five tiny interest ad sets.
In 2025, 82.4% of people in Malta used social networks, and in 2024 most firms with 10+ staff already paid for online ads (isoc_ci_ac_i and isoc_cismt, opened 6 Nov 2026). You are in a busy auction, so structure that wastes budget on duplicate audiences hurts sooner.
Run Facebook and Instagram from the same Ads Manager. Advantage+ and automatic placements are fine when you still review placement reports. See Meta Advantage+ campaigns and Facebook ads objectives for related choices.
Budget
On €10–€20 a day, keep one prospecting ad set. On €25–€50 a day you can fund prospecting and a small retargeting set if warm traffic exists. Above that, split only for real business reasons.
If costs look high after you split, Meta’s own help points to audience size, bids and creative (Your costs are too high, opened 6 Nov 2026). Fix structure and creative before you raise bids.
For monthly spend and management fees together, use Facebook ads cost in Malta and the budget by goal guide.
Mistakes
Copying a huge e-commerce template. Five funnels on €20 a day will not learn.
One ad per ad set forever. Test several creatives so Meta can prefer a winner.
Retargeting with almost no warm audience. You pay more for the same few people.
Editing every day. Big edits reset learning. Batch changes and wait.
No naming system. You cannot report what you cannot find. Name campaigns by goal and date.
A few straight answers
One campaign per main goal, one broad ad set for your area, and several ads. Add retargeting only when you have warm traffic. Malta Digital builds that from €1,249 a month plus ad spend.
As few as you need for real differences such as area or warm vs cold. Extra interest splits often starve learning in a small market.
Usually no. Run both from one Ads Manager campaign and review placement reports. Split only when results clearly favour one placement and you must force budget.
When you have enough site visitors or engagers for Meta to find them without hammering the same people every day.
Advantage+ can simplify audiences and creative. You still choose the objective, budget and offer. Review results weekly.
Too many ad sets on a small budget slow learning and raise costs. A tight structure with strong creative usually wins.
You should. The ad account stays in your Business Manager. We take partner access.
