Facebook ads campaign structure
How many campaigns and ad sets a Malta budget can carry.
Facebook & Instagram ads · Learning phase
The learning phase is the first stretch after you launch or change an ad set, while Meta works out who to show it to. Meta says it usually ends after about 50 results in a week. Malta Digital plans budgets and ad sets around it, in Meta ads management from €1,249 a month plus ad spend.

Give each ad set enough budget for about 50 results a week, then leave it alone for 7 days. Do not change the audience, creative or goal while it learns. Small Malta budgets often show “Learning limited”, which is not a penalty. Malta Digital sets this up in Meta ads management in Malta.
The basics
Each time you create an ad set, or make a big change to one, Meta starts learning again. It tests who sees the ad, where and when. Ads Manager shows the word “Learning” in the Delivery column while this happens.
Example sceneA Sliema clinic launches a lead campaign on Monday. By Wednesday the cost per lead has jumped twice and the owner wants to change the audience. If they do, the learning week starts again from zero. If they wait until the next Monday, Meta has a full week of results to learn from. This is an example, not a client result.
Meta says an ad set usually leaves learning after about 50 results in the week after its last significant edit (Meta Business Help: About the learning phase, opened 8 Nov 2026). A result is the goal you picked, such as a lead, a purchase or a message.
During learning, costs jump around and are often higher. Meta says results in this phase are not a good guide to the future. So the first week tells you little. Judge from week two.
This guide is for owners who pay for Meta ads in Malta and want to know why the first days look messy, and what to do about it.

Free tool
Type your daily budget, your cost per result and how many ad sets share that budget. The checker shows how many results each ad set gets in a week, and the budget it would need for about 50. Nothing leaves this page.
Uses Meta’s guide of about 50 results a week per ad set, read 8 November 2026.
This checker needs JavaScript. The maths: results a week = daily budget ÷ ad sets × 7 ÷ cost per result.
Example only: at €9.68 a lead, 50 leads in a week costs about €484, or about €69 a day for one ad set. Split €30 a day across three ad sets and each gets about 7 leads a week. None of them will leave learning.

Edits
Not every change resets learning. Only a significant edit does. The table below comes from Meta Business Help: Significant edits and learning phase, opened 8 Nov 2026.

| Change | Restarts learning? | What to do instead |
|---|---|---|
| Any change to targeting | Yes | Plan the audience before launch |
| Any change to ad creative | Yes | Add new ads in a planned batch |
| Changing the optimisation event | Yes | Pick the goal once, then wait |
| Adding a new ad to the ad set | Yes | Add ads weekly, not daily |
| Pausing for 7 days or longer | Yes, when you unpause | Lower the budget instead of pausing |
| Changing bid strategy | Yes | Decide on bidding at launch |
| Budget change | Depends on size | Small steps, a few days apart |
| Bid, cost or ROAS goal amount | Depends on size | Small steps, a few days apart |
Meta gives an example. A budget move from 100 to 101 is unlikely to restart learning. A move from 100 to 1,000 may. Meta does not publish an exact percentage. A common habit is to raise budgets in modest steps and wait a few days between them.
With Advantage+ campaign budget, Meta says a change to one ad set does not restart the others. But changing the campaign budget or bid strategy can restart several at once.
Learning limited
If Meta thinks an ad set will not reach about 50 results in a week, the status changes to “Learning limited”. Meta says this is not a penalty. It is a sign the budget is not being used as well as it could be (Meta Business Help: About learning limited, opened 8 Nov 2026).

Meta lists the usual causes: a small audience, a low budget, a low bid or cost control, overlap between your own ad sets, a goal that happens rarely, or too many ads at once.
Combine ad sets. This is Meta’s first fix. Two ad sets with 20 results a week each are weaker than one with 40.
Widen the audience. More people means more chances to get the result.
Raise the budget, or raise a bid or cost cap that is too low.
Pick a goal that happens more often. Meta’s own example is moving from purchases to add to basket.
Once the ad set gets enough results since its last big edit, Meta moves it from Learning limited to Active.
Proof
Learning limited does not mean the ads fail. One lead campaign we ran on €10 a day brought 129 leads at €7.35 each. At that price, €10 a day buys roughly 9 or 10 leads a week. That is well under 50, so the ad set could not leave learning in a week. It still delivered steady, affordable enquiries.

The lesson is simple. A small Malta business does not need €500 a week to get results. It needs one well-built ad set, a clear offer and the patience to judge over weeks, not days.

Malta
Malta is a small market. On 1 January 2026, Malta had 588,254 residents (Eurostat tps00001 (population on 1 January), opened 8 Nov 2026). Target one town, one age band and one interest, and the audience can get very small. Small audiences are one of Meta’s listed causes of Learning limited.

Budgets are often small too. Split €30 a day across several ad sets and none of them gets enough results.
Competition is real. In 2024, 60.4% of Malta firms with 10 or more staff paid to advertise online, against 32.6% across the EU (Eurostat isoc_cismt (paid online ads, 2024), opened 8 Nov 2026). Your ad competes with many local advertisers in the same feeds.
The fix for most Malta accounts is fewer, broader ad sets. Target all of Malta, or Malta and Gozo, and let the ad copy pick the right people. Our guide to Facebook ads campaign structure shows how.

Our method
Before launch. We work out the cost per result we expect and set a structure the budget can carry. Often that is one campaign and one or two ad sets.
Week one. We watch for broken tracking or rejected ads, but we do not chase daily swings.
Week two and after. We read cost per lead or sale, then make planned changes in batches. New ads go in together, once a week at most.
Every month. You get a plain report with spend, results and what we changed, and why. See what a good Facebook ads report shows.
This is how we work as a Facebook ads agency in Malta, from €1,249 a month plus ad spend. You pay the ad spend to Meta directly. The ad account stays in your name.

Mistakes
Editing every day. Each big edit starts the week again. Make a list and change things once.
Five ad sets on €20 a day. Each one starves. Combine them.
Pausing over a slow weekend. A pause of 7 days or more restarts learning. Lower the budget for a few days instead.
Judging on day two. Meta says learning results are not a guide to the future. Wait for a full week.
Chasing a rare goal on a small budget. If you get 3 purchases a week, try a more frequent result while you build data.
If your ads still struggle after learning, read why Facebook ads are not working. For budgets, see Facebook ads cost in Malta and the Facebook ads calculator.
A few straight answers
Meta says ad sets usually leave learning after about 50 results in the week after the last significant edit. With a small budget it can take longer, or show Learning limited.
It means Meta thinks the ad set will not get about 50 results a week with its current setup. It is not a penalty. Combining ad sets, a wider audience or a higher budget usually helps.
It depends on the size of the change. Meta says a tiny change is unlikely to reset it, but a large jump may. Raise budgets in small steps a few days apart.
Usually not. Results during learning are unstable and not a guide to the future. Wait for a full week unless something is broken, like tracking or a rejected ad.
Yes. One of our lead campaigns on €10 a day brought 129 leads at €7.35 each while staying under 50 results a week. Keep it to one ad set and judge it over weeks.
Yes. Meta lists adding a new ad to an ad set as a significant edit. Add new ads in planned batches, not one every day.
Yes. In Meta ads management from €1,249 a month plus ad spend, we plan budgets and structure around learning and make changes on a schedule.
